When he was a child, Theon was separated from his family and grew up as a ward, essentially a hostage, with the Starks. One cannot condemn his father Balon Greyjoy, the Lord of the Iron Islands, for that. At that moment, he had little choice.
What can be held against him is his treatment of Theon when he returned to the Iron Islands. Instead of a joyful reunion, Balon was cold. To him, Theon was too soft, not a real Ironman, almost a traitor. One does not want to overly defend Theon now. He was – especially at that time – quite an idiot. Still, he could do nothing about being raised by the Starks. Blaming his son for that is not very fatherly.
At least one must give Balon credit for granting his daughter Yara (in the book Asha) quite a bit of freedom. For the rather sexist conditions in most parts of Westeros, that was not too bad.
