Otto is the head of the Hohenturm. As such, he tries to do everything for his house and to help it gain more power. One could thus argue that he only wants the best for his children.
However, to be honest, his children’s actual interests always come last. This is especially true for Alicent. He practically never showed genuine compassion, was uninterested in his daughter’s fears or mental well-being. And worst of all: He pressured his still underage daughter to make advances towards the significantly older king.
Of course, it is not uncommon in Westeros to marry off your children at an early age. But what Otto did was not a clean marriage arrangement. He forced Alicent to seduce the king, even though it was clearly very uncomfortable for her. And even worse, in her deceased mother’s dress. Just like the motto: “Your mother looked hot in that dress. You will definitely look good too.”.
The whole thing just has a really strange note. Definitely not father-of-the-year behavior.
