What was the ranking based on? In our search for the worst kings of Westeros, we look at both the series and the underlying book lore.
We evaluated primarily aspects such as:
- Political incompetence
- Negative consequences for the realm
- Brutality

Viserys I. Targaryen – A good man, but a bad king

- Biggest mistake: too benevolent
Including Viserys on this list may seem a bit strange. He was actually also part of our ranking of the best kings of Westeros. This is mainly due to the fact that Viserys was a relatively benevolent and peaceful person. During his reign, the realm was actually doing quite well. However, we must also face the fact that Viserys more or less caused the worst war within his own house.
For a long time, he ignored the disputes between “Team Black” and “Team Green”, never really managed to assert himself, and was simply too benevolent for a king. The conflicts surrounding his inheritance thus persisted and led to the dramatic events that we see in House of the Dragon.
