Tommen is definitely the most innocent person on this list. He was very young, about 9 years old, when he unexpectedly became king after Joffrey’s death and was actually a very kind-hearted child, which also made him a weak ruler.
Tommen was extremely susceptible to the manipulations of Margaery, the High Sparrow, and his mother Cersei. The latter, of course, cannot really be blamed on him. Nevertheless, he was simply not a good ruler, and likely would not have become one. He was just too gullible.
His reign allowed the militant faith to take control of King’s Landing. This caused destabilization of the realm, many conflicts, and suffering.
