Aerys II Targaryen, better known as the Mad King, lived up to his name. As a ruler, he was not only completely incompetent but also mad and cruel. He found it grotesquely exhilarating to see people burned alive.
Aerys II tortured, killed, and annihilated entire houses for the smallest offenses. And when there were no factual reasons for these cruelties, he would just concoct some in his obsessive paranoia.
The only somewhat reasonable decision by Aerys was to appoint Tywin Lannister as Hand. He could at least save the king from foolishness in some cases. However, Tywin also made many self-serving decisions that harmed the populace. So the whole affair wasn’t really great.
Ultimately, Aerys’s terrible reign led to the downfall of the Targaryen dynasty, which in its own way is quite an achievement.
