Maegor “the Cruel” was the son of Aegon I and Visenya. He later ascended to the throne, bypassing his nephew’s official claim. He ruled just as he came to power: brutally and without mercy.
Ironically, Maegor refused to claim a dragon for a long time. He believed that no beast was worthy of him, except for the mightiest of all: Balerion. One must have quite a lot of self-confidence. After the death of Aegon the Conqueror, he actually managed to claim the Black Horror for himself. Just taming this gigantic beast requires an incredibly strong will. Not least because Balerion was at the peak of his power at that time.
With his new super weapon, Maegor caused a lot of fear and destruction in the realm. He not only burned down armies and fortresses but also won the first dragon duel in the history of House Targaryen. While this may not be a particularly honorable legacy, it does show how powerful Maegor was in conjunction with his dragon.
