How can you participate? In a tweet from May 22, 2023, the Pokémon GO team writes that they want to help you in the fight against Crypto Mewtwo. They will distribute the new redeemed gems to trainers.
For the lottery to start, the shown tweet must be retweeted 150,000 times. Just at 10:20 AM on May 24, there were already 125,000 retweets reached.

Niantic explains: Once the retweet goal is reached, all participants will be rewarded with a code for in-game items. The tweet must be retweeted by May 29, 2023, at 09:59 AM. Items you can receive include event stickers and redeemed gems. You can use the gems in the new Crypto Raids.
You can then use the gems to ‘tame’ the new Crypto Raid bosses. The graphic in the tweet states that there will be ‘up to 4’ redeemed gems per winner. How many there will ultimately be remains to be seen.
