Technically, Viserys II was only on the throne for one year. However, he had already served three kings as Hand of the King and thus had a tremendous influence on the development of Westeros. By the way, he was the second son of Daemon and Rhaenyra from House of the Dragon.
As king, Viserys II was neither a military genius nor a people’s hero. His achievements generally don’t sound particularly exciting, which is why he is often underestimated. Nevertheless, he shaped the realm and the crown like few others. His strengths were bureaucracy, planning, and management. He is basically responsible for the political structures in Game of Thrones functioning at all.
In concrete terms, he modernized the finances, improved the legal system, reformed the Guild of Maesters, and entered into trade agreements. Unfortunately, his reign did not last very long; otherwise, he probably could have accomplished much more.
