With CoD MW 2019, a reboot of the “Modern Warfare” series was made. Familiar characters are in the game, but they tell a completely different story than in the previous games.
One of the biggest antagonists in the earlier MW story is Vladimir Makarov, who is mostly referred to simply as Makarov.
In the story campaign of the new Modern Warfare 2, the villain plays no role – until the very end. Kate Laswell talks about a new person with whom ultranationalist Russians are collaborating. However, Taskforce 141 already knows him – Makarov.
Since the story of CoD MW2 is continued through live seasons and co-op modes after the release, you’ll likely encounter the villain more often soon. We’ll tell you here about the things the “old” Makarov has done and why he is considered one of the most well-known CoD villains ever.

CoD MW2: Makarov incites war and hate
Who is Vladimir Makarov? The Russian terrorist was the leader of a Russian, ultranationalist terror cell in the old parts of Modern Warfare.
He began his career in the Russian army but had to leave due to an investigation by Western powers, rising to become one of the most notorious villains in the CoD universe.
It is suspected that this unleashed his hatred for the West. He used his training and cleverness to rise within a terror cell that would change the fate of the CoD world.
As a player in Modern Warfare 1 (2007), you experience the explosion of an atomic bomb. 30,000 marines die. Later, it is revealed that Makarov pressed the button.
The shady General Shepherd is also involved. In Modern Warfare 2 (2009), Makarov carried out an attack on the airport in Moscow. The mission “No Russian” is still one of the most controversial missions in CoD history.
As a player, you took on the role of an infiltrated CIA agent and could shoot at civilians (not in the German version). The agent received instructions from General Shepherd, but Makarov was in the know. We’ll embed a video of the mission here:
In the end, Makarov shoots the CIA agent, leaving his corpse behind. The Russian authorities think the attack on the airport was planned and carried out by the USA. A war between Russia and the USA ensues.
For Shepherd, the plan worked: He became the commander of the armed forces and had full access to all resources in his hunt for Makarov. The general, who was responsible for the war, now commanded over 3.5 million soldiers.
To cover his tracks, Shepherd sent Taskforce 141 to find Makarov to eliminate him. However, the Taskforce ran into an ambush by the Shadow Company, also under Shepherd’s command. One of the most tragic stories in CoD, as a popular operator is ruthlessly murdered.
Makarov went underground for a few years to plan his next move. He wanted to terrorize the European continent in a kind of “Blitzkrieg”.
For this, he kidnapped the Russian president and, thanks to years of propaganda, managed to take over the leadership of Russia and win the people to his side. A war in Europe breaks out, and Makarov plans to bring the entire continent under Russian leadership.
The squad around the player then gets a tip that Makarov can be found in Prague. However, it was a trap, and the operator John “Soap” MacTavish died while trying to apprehend Makarov.
This only motivated the squad around Captain Price even more. First, they managed to rescue the Russian President Vorshevsky and his daughter, and then there was a major attack on a Siberian mine that killed many of Makarov’s loyalists. Vorshevsky regained power, and the war in Europe ended.
Makarov was tracked down by Price in a hotel in Dubai and was hanged in a gripping finale at the end of Modern Warfare 3 (2011).
CoD MW2: After-Credit Scene – New “No Russian”
In the new Call of Duty game, Makarov is likely the antagonist in the story after the campaign. The following modes are supposed to continue the story:
- Spec-Ops mode upon release (10/28)
- DMZ mode from Warzone 2.0 with Season 1 (11/16)
- PvE Raids for Mid-Season 1 (12/14)
At the very end of the MW2 credits, there was a very interesting scene that references the old mission “No Russian”:
