Unlike Petyr Baelish, Varys does not seek personal power. He is entirely dedicated to the welfare of the realm, making him a rare exception among the ruthless schemers.
He is the Master of Whisperers and possesses a vast network of spies who keep him informed of any useful information. Particularly notorious are his little “birds” – children he employs for his work.
However, his greatest intrigue is the rise of Daenerys. For many years, he secretly prepares for the return of the Targaryens. He aims to dethrone the incompetent kings in Westeros and help the realm find a hopefully better ruler. For this, he schemes, devises plans behind plans, and uses the power of information to his advantage. With the help of Illyrio Mopatis, he primarily orchestrates the marriage between Daenerys and Khal Drogo to provide the Targaryens with an army.
In the books, his plans are even more convoluted. Here, he intends to use Daenerys merely to create chaos in Westeros and weaken the great houses. Once the people are ready for his salvation, he intends to place another Targaryen claimant on the throne.
This almost resembles Petyr Baelish’s chaos strategy, but with one crucial difference: Varys has a long-term plan for the future. He is working towards a specific goal that would ensure security and stability. Although his plans may not fully come to fruition in the end, he does get quite far, placing him at the top of this ranking.
