Doran Martell is a very cautious and patient ruler. For decades, he has been devising plans to take revenge on the Lannisters for the murder of his sister Elia Martell. From the outside, he often appears weak and inactive. However, in truth, he always pursues a precise strategy.
Unfortunately, in the series, the storyline of Dorne has been significantly shortened. However, in the books, it becomes clear how skillfully Doran operates. He knows that he would have little chance against his enemies in open war. Therefore, he tries to gain power through political marriages and attempts to topple the Lannisters from the throne.
Initially, he wanted to marry his eldest daughter to Viserys Targaryen. After the death of Viserys, he then sends his son to Essos to propose to Daenerys. In the books, another claimant to the throne appears as well: the believed-dead Aegon Targaryen. A marriage alliance is to be forged with him as well.
All these plans are quite clever. However, Doran is a bit too cautious and hesitant in his actions. In the series, this leads to him being betrayed and murdered from within his own ranks. If it solely depended on the books, he would presumably be placed higher on this list.
