Cersei knows how to play the game of thrones. From an early age, she learned that as a woman in Westeros, she must fight not with the sword, but through politics, manipulation, and intrigue. Moreover, she is extremely ambitious and ruthless. To achieve her goals, she would do almost anything.
Her greatest victory is probably the destruction of the Great Sept. This allowed her to eliminate two of her greatest adversaries, the Tyrells and the High Septon. Eventually, she even manages to be crowned officially as queen.
These successes are certainly quite impressive. Still, Cersei was never as skilled and scheming as she likely wanted to be. Her intentions were usually rather obvious and her approach somewhat brutal and impulsive. Thus, she is far from being a clever puppeteer in the background.
