The race between 1st and 2nd place is closer than ever. The word duels and power games between Petyr Baelish and Lord Varys are some of the absolute highlights of the first seasons of Game of Thrones, as they are almost equal. Both are masterful schemers, though in different ways.
Petyr Baelish, known as Littlefinger, rose from the son of an insignificant lord to the Master of Coin. He controls the finances of the realm, granting him great power.
His strategy is as simple as it is brilliant. He creates a lot of chaos and exploits the resulting situations for his own purposes. Following the motto “Chaos is a ladder”.
Essentially, he almost single-handedly instigated the war between the Starks and Lannisters, acting undetected for a long time. His plans are sinister, long-term, and highly effective. He is a master at playing others against each other.
Despite this, he only takes the second position here, as his chaos strategy also has weaknesses. While chaos can be useful for a time to gain influence, sooner or later it becomes difficult to maintain control over the many scattered conflicts.
