Otto Hohenturm is the epitome of the bureaucratic mastermind. He has served as Hand of the King to three different kings.
Initially, he worked for King Jaehaerys I. Targaryen. As the king aged and physically and mentally declined, Otto practically ran the government alone. Then came King Viserys I., as we see in the first season of House of the Dragon.
There, he orchestrated his schemes. Among other things, he ensured that his daughter Alicent became the new wife of the king. For years, he sowed distrust towards Rhaenyra to advance his grandson’s claim to the throne. In the end, his plans paid off, and Aegon II. landed on the throne. Of course, Otto was once again appointed Hand of the King.
Basically, he was the driving force behind the Green plot. He was a calculating and manipulative intriguer who could largely execute his plans well. However, with his pragmatic nature, he also encountered limits and caused discontent. Both Viserys and Aegon dismissed him as Hand. Thus, his machinations did not remain entirely unnoticed.
