Luffy has it tough with his family in One Piece. You probably won’t ever get to see a family member.
What do we know about Luffy’s family? Luffy’s family situation is complicated. He never got to see his father and he grew up with a foster mother and two “brothers”. The only family member that we got to see in detail, is his grandfather Monkey D. Garp.
Although we know that Luffy has a mother, she has never appeared. There was only a flashback in chapter 1057, where her face is not recognizable (via Reddit). However, we see that she has light hair that she wears in a braid.
One Piece creator Eiichiro Oda has revealed over the years what the chances are that we will see her again.

Will we get to see Luffy’s mother? In an interview from 2009, the creative mind behind One Piece revealed what Luffy’s mother would be like if she were to appear in the manga (via Reddit). At that time, the mangaka was still unsure whether she should appear. He believes that she is still alive, very tough, and strict. Luffy’s mother is not a beautiful person and probably has a perm.
Shortly afterwards, Luffy’s childhood with his adoptive mother Dadan was shown. It can be assumed that Oda was talking about her in 2009, as she fits his description. Otherwise, the question would remain as to why Luffy had to grow up with an adoptive mother.
In 2015, Oda specified that he fundamentally does not allow mothers in the manga. The mothers of the other Straw Hats have also either passed away or were never shown. And there is a reason for that:

The final farewell to Luffy’s mother likely occurred in 2020. In a video interview with Luffy’s voice actress Mayumi Tanaka, the mangaka revealed that Luffy began his adventures after leaving the protective arms of his mother. Oda wants to tell the story of a young man, not his mother (via Comic Book).
Is there still a possibility? There is still a minimal chance that you will get to see Luffy’s mother. As already shown in chapter 1057, it could be that his mother appears in a flashback. The story of Monkey D. Dragon could be the big chance to finally get to know her.
