Thomas Godolkin wanted to create the strongest Supes of all time with Project Odessa. Only 2 subjects survived: Homelander and Marie Moreau, the protagonist of Gen V. She was specifically created to even surpass Homelander. Similar to Victoria Neuman, she has the ability to manipulate blood.
With this ability, she can not only fight but can also manipulate the blood of other people. This goes as far as healing others from diseases or even resurrecting the dead. As a weapon, she can also use this form of blood manipulation to slow down blood flows or lift other people.
This makes her one of the most powerful Supes on the planet, but there is one flaw: In Season 5 of The Boys, Starlight says she cannot control her powers, which is why we place her here in the ranking at 3rd place.
