This is where opinions may differ, yet we have an actual duel between Yoda and Darth Sidious here. The two have confronted each other, and we all know how the fight ended in Episode 3.
While Yoda may be a better lightsaber duelist, against the raw, unrestrained Force skills of Darth Sidious aka Palpatine, the Jedi Master cannot do much. It becomes clear here that the Jedi, unlike the Sith, have hardly evolved. Moreover, after Order 66, Sidious bathes in a sea of triumph while Yoda is emotionally shattered.
