To receive the cash, you just need to fulfill this small condition:
Log into GTA Online at any time between February 16 and February 26. This qualifies you for the first part of the tax benefit: 250,000 GTA$.

10% Rebate – Secure up to 1 Million GTA$
With the rebate, players are rewarded for spending money. Those who spend money between February 16 and February 26 will receive a 10% refund on all expenditures. This works up to a total of 1,000,000 GTA$.
When will the 250,000 GTA$ and the rebate be given?
Players can expect payment to take a few days. Officially, all bonuses and rebates are said to be paid out between February 27 and March 6. You will then find them in your in-game account at the Maze Bank.
