The Fairy Godmother is the perfect combination of Rumpelstiltskin and Merlin, only she is not completely chaotic. She is a determined businesswoman and a powerful sorceress who can brew potions. Like Rumpelstiltskin, she also loves to use devious tricks and deludes her victims into believing that she only acts in their best interests.
Unlike the other villains in the Shrek films, she does not completely succumb to her hunger for power, which makes her approach her plans more rationally. In the 2nd Shrek film, it becomes clear that she has no problem teaming up with criminals to win.
She was also only stopped in the 2nd film because a huge attack was launched on the castle and she was tricked with her magic wand. Had she used it well in combat, she would probably not have been stopped by anyone.
