How to find Sierra
To face Sierra, you first need to find her. The Rocket Radar will help you with this. It consists of the 6 mysterious parts that you can obtain by defeating Team GO Rocket Grunts.
Once you have collected all parts, you can assemble them into a Rocket Radar and activate it. Afterwards, a symbol with an “R” will appear on your right game screen. Clicking on it will open a map of your surroundings showing all currently available Rocket bosses. You can then begin your search for Sierra.

Alternatively, Rocket bosses like Sierra spawn in a black Team GO Rocket balloon when a Rocket Radar is activated. You can find them up to 4 times a day in these balloons, similar to the Grunts.

Can you specifically find Sierra? When searching for Sierra at PokéStops, there is no way to see in advance where she is located. You can only see who is waiting for you at a particular stop when you arrive there. Once you have found Sierra, she will stay at that stop all day. Which boss is in the balloon is also random.
Is fighting Sierra worth it?
Why should you fight Sierra? To be able to fight against the great Team GO Rocket Boss Giovanni, you will receive special research tasks periodically. You need to complete these tasks to obtain a black Super Rocket Radar.
For this, you need to fight against the Rocket bosses Sierra, Arlo, and Cliff. If you defeat them, you will receive the special Rocket Radar and can track Giovanni.
