Rank 2: Hashirama Senju (1st Hokage)

Hashirama Senju is a legend in the Naruto world and known as one of the strongest Shinobi of all time. His greatest strength was Mokuton (Wood Release), a unique technique that allowed him to create entire forests and even control powerful Bijuu, like the nine-tailed fox Kurama.
Additionally, Hashirama had a superhuman regenerative ability that allowed him to heal injuries quickly, making him virtually invulnerable in battle. He defeated Madara Uchiha, one of the most powerful ninjas, multiple times—even when Madara had Kurama by his side.
He was a visionary and also advocated for peace among the villages. He founded Konoha together with Madara, bringing many clans together. His dream of a peaceful village laid the foundation for the future of the shinobi.
Rank 1: Naruto Uzumaki (7th Hokage)

Naruto Uzumaki is undoubtedly one of the most powerful ninjas of all time. Thanks to Kurama’s seemingly endless chakra, Naruto has incredible energy, allowing him to use techniques like the Rasengan and numerous shadow clones to an extent that would be deadly for ordinary ninjas.
Additionally, Naruto received the Power of Six Paths
from Hagoromo Otsutsuki and can fully enter the Sage Mode of that power. He can completely envelop himself in Kurama’s chakra, providing him not only protection but also the strength to take on powerful opponents like Sasuke Uchiha in his Susanoo.
As the seventh Hokage of Konohagakure, Naruto has continuously developed his powers and is now undoubtedly the strongest Hokage in the history of the village. From the shy boy who was once despised, he has transformed through hard work and determination into a true hero and leader capable of standing against god-like beings
like the Otsutsuki.
But what makes Naruto particularly special is his ability to change and inspire people. Over the years, not only has he gained the village’s recognition, but he has also transformed enemies into friends. He always believes in the good in people and has never given up.
As Hinata beautifully puts it (in episode 18 of Naruto Classic): Unlike me and many others, Naruto has always believed in himself. It was incredible to see that despite all the difficulties, he never gave up.
His dream of becoming Hokage and being recognized by everyone always pushed him further. He never gave up—and that is incredibly strong.
