Lee was chosen by the publisher itself to publish his story. Shueisha actually has its own department called the Dragon Ball Room, which allows young talents to turn their own stories into official manga.
This department has existed for 9 years and was approved by Akira Toriyama, the creator of Dragon Ball.
Is the manga a part of the official story? The spin-off manga takes place at different times from the official Dragon Ball manga and has been officially released by Shueisha, even simultaneously with the 4th edition of Dragon Ball Super.
Nevertheless, the story is not an official part of the saga, as it does not come directly from Akira Toriyama or his successor Toyotarou. However, it is fun to see how a fan of Dragon Ball would act in the world if he knows what happens next.
