Look for items and mods that grant armor bonuses so you can get close to 65%. This value can be seen in the character stats under the category “Survivability”. 65% is the maximum.
Without a high armor value, your health points will be depleted faster than you can appreciate. To boost health points, you need items that improve stamina. Only with a combination of high stamina and high health points can you take many bullets.
