These cards are now new: EA Sports has released the Premier League TOTS (Team of the Season) today, April 30 at 7:00 PM.
The cards from the Community TOTS and the EFL TOTS are no longer available in FUT 21.

This is what the Premier League TOTS looks like: On Thursday evening, EA Sports announced on Twitter what this year’s Premier League TOTS will look like. 15 cards were officially confirmed.
The team looks extremely strong overall. The best cards have De Bruyne, Salah, Bruno Fernandes, and Kane – each with a rating of 96. Even the weakest cards, Shaw and Fofana with 89, still look good. Here you can see the complete TOTS:

How to get the new TOTS cards
You have the following options: There are various ways to get strong TOTS cards. The inexpensive but also the most stressful method is the Weekend League, because there are now TOTS cards as rewards. If you achieve at least 11 wins here (Silver 1), you will be offered a Player Pick where you can choose from 3 TOTS cards. For more wins, you will receive additional Player Picks.
Your next option is the FUT transfer market, where prices for strong TOTS cards are quite steep. It might be wiser to do one of the weekly TOTS SBCs (Squad Building Challenges), which guarantees a TOTS card. However, the worst TOTS players can also come out of this.
Finally, there are packs that may contain TOTS players. However, the chances of getting strong TOTS cards here are very slim.
