What is it about? On Reddit, trainers are discussing that the rewards for research breakthroughs are currently very disappointing. A research breakthrough is a reward you receive when you complete a field research task every day for 7 consecutive days. It is part of the tasks you can complete daily in Pokémon GO.
As a reward, you receive some stardust and experience points, a random item from a pool of items, as well as a Pokémon encounter. The Pokémon encounters are particularly criticized, as they have drastically worsened compared to before.

Which Pokémon can I receive? The pool of Pokémon you can receive rotates regularly. While there were legendary Pokémon like Groudon, Kyogre, or Entei before, there are now Pokémon like Lapras, Coiffwaff, or Viscora. The community wishes for legendary Pokémon to be rewards again, as they used to be.
