This is how crossplay works in Call of Duty: Modern Warfare: According to Forbes, the crossplay system in Modern Warfare 2019 works similarly to that of Fortnite, representing a type of “input matchmaking”.
This means you’ll be matched with other players on PS4, Xbox One, and PC who use the same input method as you do.
So if you use a controller (regardless of the platform), you will be matched into lobbies where other players with controllers are waiting and playing. If you use mouse and keyboard on PC, then you will land in lobbies where players use this input method.
However, if you are on PS4 or Xbox One and team up with a PC player who uses mouse and keyboard, you will automatically be assigned to a lobby where mainly PC players are playing. In this case, you as a console player with a controller would primarily encounter PC players who are using mouse and keyboard.
