What exactly is behind this is unknown. However, many players suspect that the new feature with lucky friends is behind it. This has not been confirmed and is purely speculation for now.

Here’s how it came to light: On Reddit, the user “Valdihr” asked if other players were also getting fewer lucky Pokémon. He trades about 40 Pokémon a day and hasn’t received a single lucky Pokémon in the last few days.
The post received much support and numerous players agreed with the user. They also report fewer lucky Pokémon when trading.
Another user writes: “I traded about 100 Treecko during Community Day and only received one lucky Pokémon. It feels like a reduction.”
What could this be due to? Niantic has neither confirmed nor denied the assumption. Players in the Reddit thread also speculate about the reasons why the rate might have been lowered.
Many players are sure: It is due to the new lucky friends feature, which was recently found in the code. Although it is not yet in the game, it is supposed to provide guaranteed lucky Pokémon.
In order not to let too many lucky Pokémon distort the game, Niantic has lowered the rate. At least that is the theory of some players. However, this is not confirmed.
When can we expect clarification? The lucky friends feature has been in the code for a week now. It could therefore be released soon. Niantic may also provide a bit more clarification then. We will have to wait and see.
