In the Mobile Operations Center, weapons such as the Heavy Sniper can be converted to a MKII version that can then use explosive ammunition.

This is what happens in the clip: On reddit, user Jaustin30 shares a clip titled “This is why I love the explosive sniper.” Sitting in his Apocalypse Bruiser on a hill, he already sees a Jet pilot approaching on the minimap. The pilot fires a rocket at Jaustin30, but it does not significantly damage his sturdy vehicle.
He exits his car and pulls out his Heavy Sniper MKII loaded with explosive ammunition. A well-aimed shot directly hits the flying jet, causing it to explode and simultaneously taking out the pilot.
