What exactly did August Browning say? In a recent stream, Browning was asked directly about Zed by an attentive player, who is currently ranked in D-Tier. He wanted to know if the situation would worsen further. Browning then replied:
I will just be honest with you. You are right, Zed is weak. It’s intentional. Zed needs to be kept weak because he is the most frustrating champion in League of Legends. Therefore, Zed will probably remain somewhat weaker than he should be for all eternity – because he is banned so often and is so frustrating.

Why is he being kept weak
? The motivation behind this decision, according to Browning, is due to his consistently high ban rate and that he is the most frustrating champion.
Even if he is not the strongest midlaner, his ban rate remains high because many players obviously do not want to play against him and they may have had some Zed experiences in the past.

as a midlaner after Yone with 27.9%. He is currently ranked in D-Tier with a win rate of 48.22%. - Additionally, Zed is also often played in the jungle.
It can be super frustrating to play against Zed, especially when playing against him in the midlane or when facing him as an ADC. Zed has high all-in potential, deals high burst damage, and can poke well with his Q.
His energy resource bar also regenerates fairly quickly, which can give him an advantage over mana-dependent characters. For example, Zhonya’s can counter his ultimate if activated at the right moment.
Thanks to his high mobility, Zed can quickly move around the map, allowing him to rush to help and gank quickly. It can also be difficult to escape from him, especially if he has a lot of ability haste.
