Baal makes an iconic appearance in the expansion named after him Lord of Destruction
in Diablo 2:
Baal is the evil with the greatest power of destruction – as his name already indicates. In terms of pure power, only Diablo can come close to the Lord of Destruction, and even that is rather unlikely.
However, his greatest strength is also Baal’s greatest weakness: Because he is solely focused on destruction, Baal rarely thinks of other things and ways. His method is always blunt violence, which often succumbs to skilled intrigues.
Deckard Cain claims that Baal is just as cunning as the other Great Evils, yet he repeatedly shows that he can be quite impulsive. Although Baal is one of the Great Evils, he only lands in 4th place for that reason.
Rank 3: Azmodan

As the only Lesser Evil, Azmodan manages to surpass at least one Greater Evil in our ranking. This is not even due to his actual strength but primarily because of his tactical skill.
Azmodan is considered the best commander of the hells and commands the largest demon army. In an open war, it would be extremely difficult to even approach him. This makes him a dangerous adversary.
Furthermore, since his domain is sin, something that every human, every demon, and even some angels are afflicted with, Azmodan can draw strength from almost any opponent.
Rank 2: Diablo

Diablo is the evil that has probably died and been reborn most frequently in various incarnations throughout the games and books. Of the three Great Evils, he is the youngest, but also the one with the greatest ambitions.
According to Deckard Cain, Diablo is said to be the most powerful of all evils, and even Tyrael refers to him as “the worst of the three.” As for his pure threat to Sanctuary and the heavens, that may indeed be true.
After all, Diablo even managed to rise to the “Prime Evil” in Diablo 3 – only to be defeated by Nephalem. Still, there is another demon who can surpass him. Interestingly, Diablo does not appear in Diablo 4 – despite the name. This is currently the only main installment in which the Lord of Terror does not play an immediate role.
