Blizzard has done it again. Once again, a major change from Patch 7.2 “The Tomb of Sargeras” did not appear in the official patch notes and Blizzard is desperately trying to put out the firestorm with a fire extinguisher.
Many players have noticed that enemies at the maximum level – that is, 110 – have become significantly stronger than they were before Patch 7.2. What was initially thought to be a mistake turned out to be a system implemented everywhere in the Broken Isles!
The catch is: When you remove equipment, the hit points of the enemies automatically and directly decrease. Even if you compare hit points with a friend who has a different item level, it becomes clear that there are now differences.
In summary, this means: Enemies at maximum level in the open world now scale with item level!
Those with better equipment now fight against stronger mobs
Ion Hazzikostas has already commented on this in the official forum and stated that this system is not a mistake. Since all outdoor content from Legion is supposed to remain relevant for a long time, they wanted to increase the difficulty of enemies. It would simply not be fun if you could “oneshot” all enemies and spend more time looting than killing foes.
However, they admit that there is likely a mistake with the current scaling. It should never be the case that removing equipment allows enemies to be defeated more quickly. The rough target of the developers, according to Hazzikostas, is the following: When the character becomes 5% stronger, the enemies should become 2-3% stronger. This way, fights would still happen faster, but you couldn’t just jump around and take down everything with one shot.
It should never be beneficial to remove equipment to progress faster. This is an obvious bug that they want to fix quickly.

The absurd situation now means that some players fight almost naked – because this way, some mobs fall the fastest.
Why such a change was not discussed in detail in the patch notes remains a mystery for now. According to the Game Director, it was definitely not the plan to hide this from the players – a system like this could not be hidden at all.
Furthermore, it remains a possibility to “completely scrap this system” if it only creates negative experiences for players. We will keep you updated as soon as something changes with the monsters.
