In Destiny 2 Forsaken, scout rifles are really bad in PvE. However, that is set to change in the future.
The problem with scout rifles: Currently, scout rifles are quite useless in PvE. While in year 1 of Destiny 2, powerful scout rifles like the Mida Multi-Tool dominated PvP or the Midnight Coup ruled PvE, they were heavily nerfed with Forsaken.

Bungie announces massive upgrade
In a widely discussed reddit post, a user states that Bungie needs to upgrade scout rifles as soon as possible. He would like the developers to comment on it, preferably in more detail than with the standard response “We are investigating the matter.”
This is what Bungie did: The community manager dmg04 released an official statement about this in the Bungie forum. He writes that with the Forsaken release, the scout rifle damage was reduced for all PvE activities. This nerf was also affected by a problem with explosive rounds. The issue with the perk has since been fixed.
Scout rifle damage will be increased: In response to player feedback, according to dmg04, Bungie plans a 15% damage increase for scout rifles in a future patch.
15% is significant: Normally, balance adjustments are made in the lower single-digit percentage range or even in decimal places. However, since scout rifles are currently really bad, +15% seems appropriate.
According to user reports, scout rifle damage has dropped by about 30% with Forsaken. Soon, it will go back up by 15%.
Scout rifles in PvP
PvP not affected by the buff: dmg04 emphasizes that the 15% damage increase is limited to PvE. In PvP, nothing will change for scout rifles for now.
That is also not absolutely necessary. In the “Guardian vs. Guardian” fight, scout rifles are quite usable.
In PvP, especially scout rifles with explosive payload (fire rate 150) have a strong optimal time-to-kill of 0.80 seconds. Only 3 headshots are needed for this.
This makes scout rifles a strong weapon class in PvP for those who have good aim, meaning they can reliably and accurately land shots to the head. However, the time-to-kill is quite poor with body shots. This weapon class does not forgive missed shots.
