In Legion, you had to rely on luck to get the right Legendary for your specialization. In Shadowlands, you can create them easily with the properties you want.

However, the crafting process is very complex, and upgrading Legendaries takes even longer. With Patch 9.2 “The End of Eternity”, the system has changed slightly again.

Update from February 28, 2022: Patch 9.2 went live on February 23 and introduces the ability to wear a second legendary item. However, this is only possible after completing the campaign in the new area of Zereth Mortis.
