This is the current state of EX Raids: Since the Live Event “A Colossal Discovery” with Regigigas, you can also find the legendary Pokémon in EX Raids. It was originally only available until mid-January, but Niantic surprisingly extended its time in the EX Raids.
Currently, no one knows how long Regigigas will remain available, but it can’t be for much longer. Therefore, we will present you with 8 potential candidates that might take its place in the EX Raid.
These Pokémon could follow Regigigas
Here’s what will follow: EX Raid bosses are special and not simply legendary Pokémon. Initially, there was Mewtwo, which remains the most powerful Pokémon in the game for many. Then came the mysterious Pokémon Deoxys, and now Regigigas is here, regarded as very powerful, being the leader of the Regi Trio.
An EX Raid boss follows a certain pattern. It should not belong directly to a legendary duo or trio and can even be mysterious. This is exactly how we have selected possible candidates that are not yet in the game.
Could it be a returnee? Mewtwo has already returned to EX Raids and could do so again. Raids of Mewtwo are particularly popular, and many fans would certainly not mind.
Similarly, a return of Deoxys is possible. This could also be introduced for the first time as Shiny.
However, we are now looking at new Pokémon that could make their way into the game through an EX Raid.
Arceus
Here’s why Arceus would fit: This mysterious Pokémon from the 4th generation is considered the creator of the universe and thus also the creator of Pokémon. It is the leader of the Lake Trio and the Dimension Trio.
It is depicted as more powerful than normal Pokémon and is also mysterious. Arceus does not belong to any duo or trio and would be ideal as a coming EX Raid boss. Furthermore, it comes from the 4th Generation and could thus be introduced before mysterious monsters from the 5th Generation.
How good is Arceus? This is still difficult to assess. Arceus has the ability to assume all types of Pokémon. This would allow it to benefit from every type and, of course, be stronger.
If Niantic does not introduce this ability in Pokémon GO, then Arceus is only of Normal type and thus weaker in battle. Its stats are solid, but its type would then hinder its strength:

Keldeo
Here’s why Keldeo would fit: In recent weeks, players could catch the Knights of Justice (Terrakion, Virizion, and Cobalion) in Raids. Keldeo is also one of these knights, but it is mysterious.
Niantic could now bring the last Knight of Justice into the game, but through EX Raids. Mysterious Pokémon are usually found more in EX Raids or special research.
How good is Keldeo? The mysterious Pokémon is likely to be the second-best Knight of Justice after Terrakion. It possesses the types Water and Fighting, although it can only learn a weak charge attack as a Water type.
As a Fighting Pokémon, Keldeo could become solid, but compared to Machamp, Lucario, and Mega-Mewtwo, it performs worse. Its stats are as follows:

Shaymin
Here’s why Shaymin would fit: Shaymin is, just like Deoxys, a shapeshifter. It appears in Land Form and Sky Form. From Deoxys, we know that Niantic has already brought a shapeshifter into EX Raids. They simply rotated the forms.
Moreover, Shaymin is from the 4th Generation and is mysterious. This Pokémon is likely to be brought into the game next by Niantic as it is one of the missing Pokémon from the Sinnoh Region.
How good is Shaymin? The Land Form of Shaymin should not play a major role in Pokémon GO. The Sky Form has a solid attack stat but lacks truly strong attacks. If Niantic improves that, it could become more useful. The stats of both forms are as follows:

Manaphy and Phione
Here’s why Manaphy and Phione would fit: The two Pokémon are mysterious and are from the 4th Generation. It would be quite conceivable that they are brought into EX Raids one after the other, as the release through other means seems hard to imagine.
For normal Raids, it is somewhat late with Manaphy and Phione, as the first legendary Pokémon from Gen 5 are already in the game. New monsters from Gen 4 would not fit there really. For special research, it would also be difficult, as you would have to separate the two Pokémon, which would not be advisable.
How good are Manaphy and Phione? Both Pokémon are likely to play no significant role in the meta of Pokémon GO. Especially Phione has weak stats, and both possess only weak Water-type attacks. Their stats are:

Genesect
Here’s why Genesect would fit: If we look at Mewtwo and Deoxys, we see a commonality with Genesect. They all originated from experiments and were created that way. From a Pokémon lore perspective, Genesect would fit well.
The Pokémon from the 5th Generation is mysterious and does not belong to any trio or duo. It would therefore be ideal for an EX Raid.
How good is Genesect? This mysterious Pokémon could become very useful. It is of Bug and Steel type, and especially as a Bug attacker, it is useful. Thanks to its high stats, it could even be better than Scizor or Pinsir:

Victini
Here’s why Victini would fit: This is a mysterious Pokémon from the 5th Generation that possesses enormous power. Among other things, it learns the special attacks of the Tao Trio, which also comes from Gen 5.
Victini does not belong to any duo or trio and would therefore fit well into the EX Raid. It is also worth mentioning that it would be a good Pokémon for special research.
How good is Victini? In the meta of Pokémon, Victini is likely to play no significant role. It is of Psychic and Fire type and faces significant competition. Its stats are simply too weak:

Meloetta
Here’s why Meloetta would fit: Like Deoxys, Meloetta also has multiple forms. The Dance and Aria form. Here, Niantic could bring the two forms into EX Raids back-to-back. Moreover, it is still mysterious.
It is hard to imagine that Niantic would include both forms of Meloetta in a special research. They would have to conduct two separate research tasks. An EX Raid seems more suitable here.
How good will Meloetta be? Both forms of Meloetta are quite usable. While they will not be top attackers, they serve as good alternatives of Fighting type (Dance form) and Psychic type (Aria form). Their stats are as follows:
