Currently, many changes of the upcoming update for The Division 2 are being tested on the Public Test Servers (PTS). Now, the loot is set to be improved.
In the latest State of the Game, the developers primarily discussed the upcoming update and announced the next phase of the PTS.
What are PTS? These are the so-called Player Test Servers that are only active on PC. Division players can test new updates thoroughly. The raid itself is not available on the PTS.
This update is currently being tested: For The Division 2, the Title Update 3 was originally scheduled to be released today, April 25th. However, it has been postponed due to the current state of the game.
They want to have the update tested on the PTS first, to ensure the release goes as smoothly as possible. The next phase is expected to improve loot.

Massive reworks the drops
Phase 2 of the PTS brings several changes and new features to the test servers, as announced in the State of the Game.
PC players will be able to test some changes to recalibration and loot during this phase.
What changes with the drops: Any equipment you find now corresponds to your average Gear Score.
Once you reach GS 500, every high-end drop is set to 500 and every purple drop is at GS 490. The latter is still useful for recalibrating stats.
How was it before? Equipment could drop even with a lower Gear Score. Many players criticized that they could still find lower equipment despite having a Gear Score of 500+.

No more bad rolls in recalibration, but also no higher Gear Score
What changes at the recalibration station: Rolls can no longer be lower than the original stat used for recalibration.
For example, if you want to transfer 10% assault rifle damage from gloves to gloves, the value cannot be lower.
Through recalibration, the Gear Score can no longer be increased. Instead, there is now a recalibration score that starts at 100. What this score exactly entails is still unclear.
What about the items with a Gear Score of 515? This equipment is currently available on the PTS primarily in the Dark Zone.
With Phase 2, there will be additional sources for 515 items that are outside the Dark Zone. More information is not yet available.
Through a Ubisoft employee, we know that the raid will be a possible loot location.

When will the changes come? There is no exact date for this, but Phase 3 is expected to start before the beginning of next week.
Are these changes guaranteed to be in the new update? No. The PTS are meant to test all kinds of things.
If players provide negative feedback, Massive can respond and remove inappropriate changes. However, it can be assumed that many aspects will be implemented.
