Do you remember the moment when you caught a rare, shiny Pokémon for the first time in the video games? In fact, there are 2 more Pokémon that are even rarer to encounter – and one of them you can’t even use.
Which Pokémon are they? The two Pokémon that are rarer than Shinys are Magikarp and Gyarados. They are the only two that can be caught at level 100, which is the maximum level in Pokémon. Even Legendary Pokémon like Mewtwo or Lugia are caught below level 100.
It is possible to level Pokémon to level 100 through battles, special candies, or other methods. However, Magikarp and Gyarados are the only two Pokémon that can be caught at max level and do not require any leveling up.

One of the two Pokémon is useless
Where can I encounter this Pokémon? You can find the two Pokémon in two different video games. In both cases, you need to use a Super Rod in the water to fish.
- In Pokémon Platinum, you need to cast the rod in the recreation area
- In Pokémon Black 2 and White 2, you need to whip out the Super Rod in the nature reserve
How rare are they? The chance of encountering such a Pokémon is 1 in 10,000. Thus, it is harder to catch a Pokémon at level 100 than a Shiny. Because in Pokémon Platinum and Black 2 / White 2, the chance of encountering a shiny creature is 1 in 8,192 (via PokéWiki).
So it’s a reason to celebrate when you encounter one of the two Pokémon. But especially with Magikarp, the disappointment is likely to be even greater. Because it is useless for most players.
Why is Magikarp useless? Magikarp is one of the weakest Pokémon, as it can only learn three moves through leveling up. One of these moves is Splash, which has no effect at all.
The problem is: Until Pokémon Sword & Shield, it was not possible to continue evolving beyond level 100 with special candies. This means that Magikarp cannot evolve into Gyarados either, to learn stronger moves.
Unfortunately, the high level cannot compensate for the fact that Magikarp virtually only has 2 moves, which are also of the Normal type. This renders the Water Pokémon useless for competitive battles.
Shinys are Pokémon with different color variations and are much rarer than regular pocket monsters.
