Rank 1: Enel
Enel was the ruler of the Sky Island Skypiea and was worshiped as a god due to his Devil Fruit powers. Thanks to the Thunder Fruit, he was able to transform himself into electricity and produce it in infinite amounts. Sadly, Luffy is a rubber man, and rubber, as is well-known, does not conduct electricity. Therefore, Enel had no chance against Luffy in direct combat.
The Thunder God is one of the few antagonists we have not seen since his appearance. Even villains like Sir Crocodile, Wapol, or even Gecko Moria have at least made one more appearance in the anime/manga. However, we are still searching for Enel to this day in vain. And there is actually a good, official reason for that.
Enel’s goal was to reach the moon with a gigantic ark made out of the gold of Shandora. After being defeated by Luffy, he actually grabbed a massive ark and set off for the moon.
There, Enel encountered space pirates and small robots. With his Thunder Fruit, he reactivated the robots and their city. To this day, he is their ruler. His story can be read as the ninth cover story. His adventures are covered in chapters 428 to 474 and summarize his adventure on the moon.
