As GameRant reports, they spoke with the Creative Director Julian Gerighty about the “Year 2” plans. Accordingly, all players will receive two free expansions throughout the second year of The Division. The first DLC is expected in the summer.

This expansion will continue the philosophy of Update 1.4 – a philosophy of generosity, where players are rewarded for investing time in the game. You will experience your own, unique stories.
The expansion is set to deliver new events and PvE content that you can tackle both alone and with friends. New challenges and new ways to play The Division are expected to be introduced.
An event structure is set to be introduced that will reward players for participation, completion, and competition within a playlist. The activities in this playlist will have a modifier to ensure variety. Players will see this content in a completely different light and play in completely different ways, according to Gerighty. He emphasizes that the focus will be on PvE content. However, further activities (i.e., PvP) may also come later.
It seems that Massive aims to increase the “replayability” of the PvE content in Year 2. With playlists, modifiers, and many rewards.
