The West Side Pier of The Division 1.8 is innovative! The enemies have a completely new spawn behavior and there are vast areas.
The State of the Game just aired on August 31. In it, the developers from Massive and Red Storm presented some innovations and changes of The Division Update 1.8. The Update 1.8 was revealed last night with a trailer.

West Side Pier brings a new spawn behavior for enemies
During the stream, the developers presented some locations from the West Side Pier. This area is new in Update 1.8 and consists of two zones that expand the map in the northwest.
In this new area, there is an additional social space, similar to the Terminal. It’s called “Camp Clinton.” There you can prepare for future adventures. Here there are new missions, vendors, and crafting and improvement stations.
The West Side Pier is an open-world PvE zone. However, it is supposed to differ significantly from the rest of the open world. It is more dynamic and creates a new player experience every time you enter, they say.

There is a new spawn behavior for enemies. They do not just stand around on the street and are not in the same place every time. Instead, they spawn randomly, they appear unexpectedly. In places where you can currently stay safely, many enemies may lie in wait next time.
Some background processes calculate where, when, and how many enemies can spawn. This is supposed to increase replayability. Every visit to the West Side Pier will be “new.”
The enemy factions spawn in mixed groups, because in 1.8 all factions unite against the agents. This can create “nasty” synergies, for example, when LMB enemies rush at you together with Cleaners.
There are more challenges than ever before. Every few minutes you will receive challenges in the West Side Pier, such as “Kill x enemies with pistols.” If you master these, you will receive rewards.
These rewards include Division Tech. This will become important again with 1.8. There were also “West Side Pier” containers in the picture, but the developers did not elaborate on them.

In total, the West Side Pier is quite spacious. You’re not just running down streets.

The Resistance mode is a horde mode. It is suitable for casuals and hardcore players and has high replayability.
The Skirmish mode is intense. It is a PvP mode, where you run less and shoot more.
1.8 does not introduce a new raid.
There will be balance adjustments. The hip-fire will be revised. For example, the crosshair will be completely missing.
The weapon balance will be adjusted. As well as weapon bonuses.
There will finally be new weapons again. Fresh exotic weapons have been promised.
1.8 introduces a new rogue system. This will be introduced in more detail later. It should be more rewarding to become rogue and hunt rogues.
Before the release, there will be a PTS phase again. No date has been set yet. Update 1.8 will be released in fall 2017.

What is there to say about The Division 1.7?
Information about the current state of The Division:
Massive is investigating the RPM glitch. This is considered an exploit. Anyone who uses it will be banned. A fix is in the works.
Before Update 1.8, there will be a client patch that fixes some issues.
The masks will now be tied to “Global Event” rewards. They will no longer be available through leaderboards.
The next global event will start one or two weeks later than planned. A date is still pending.
Next weekend there will be a special event where named bosses drop double loot. However, this double loot does not increase the chance for secret gear sets.
