For PC players, it has long been standard to choose in the graphics settings how many details should be active. They are looking for a balance between “How good does the game look?” and “How smoothly does it run?” It is now known that console players will have such a choice in The Division as well.
As a developer revealed in a conversation with YouTubers, players will indeed be able to turn off light effects to improve their frame rate.
