With the May update, the loot system in The Division is being modernized. Massive wants to be more generous.
With the upcoming changes to loot drops, Massive aims to achieve two main goals:
The loot should become more lucrative and rewarding, both in quality and quantity. The loot will become the best source for high-quality items. This is intended to shift the developers’ focus from crafting to loot drops. It should also enhance the enjoyment of the game.
The progression should become “clearer”. You will therefore receive the items you need as you advance your agent.
To this end, loot changes will be made in the Open World, in daily missions, in incursions, and in the Dark Zone.
How Loot Changes in the Open World
The Open World of The Division will be enlivened with search and destroy missions and high-value targets. These high-value targets will also offer you high-quality loot. All targets will reward agents with tasty items, but the well-known NPCs will drop the best stuff:
Daily HVT:
1x 182 High-end or 214 Gear Set
Chance on 1x 191 Gear Set
Weekly HVT:
1x 182 High-end or 214 Gear Set
Chance on 1x 214 Gear Set
Weekly “High Risk Targets”:
1x 204 High-end or 1x 214 Gear Set
Chance on 1x 240 Gear Set
The higher the difficulty of these missions, the better the rewards. They are not only meant to help you quickly increase your gear score but also serve as a source for the best loot in the game.
How Loot Changes in Daily Missions
The missions on “Hard” and “Challenging” difficulty will also be overhauled. Each time you complete them, you will receive:
Hard Mode (Boss Drop): 1x 163 High-end
Hard Mode (Mission Reward): 1x 163 High-end
Challenge Mode (Boss Drop): 2x 182 High-end, 1x 182 High-end or 214 Gear Set, Chance on 1x 191 Gear Set
Challenge Mode (Mission Reward): 1x 182 High-end
These missions do not yield the best loot. According to Massive, they are now intended to prepare players for the higher Dark Zone brackets and incursions.
How Loot Changes in Incursions
Depending on the difficulty of the incursion, you will receive the following items:
Hard Mode (Boss Drop):
1x 204 High-end weapon
1x 214 Gear Set
182/204 High-end or 214/240 Gear Set
Hard Mode (Weekly Reward):
1x 204 High-end weapon
1x 214 Gear Set
Challenge Mode (Boss Drop):
1x 204 High-end weapon
1x 240 Gear Set
1x 204 High-end or 240 Gear Set

The Dark Zone Receives Some Loot Changes
The Dark Zone will be significantly enhanced. Here too, you will soon find the best loot in the game. This depends on the respective DZ bracket, which is determined by your gear score.
DZ Bracket with Gear Score 0-161 and 162-200:
Named NPC Level 30 (DZ01 and DZ02):
1x 163 High-end or 191 Gear Set
Named NPC Level 31 (DZ03 and DZ04):
1x 163/182 High-end or 191/214 Gear Set

Additionally, with the May update, a new bracket with 201+ gear score will be introduced. Here, the fights are extremely challenging, which will also be reflected in the loot. To reach this area, you will need already excellent gear. This bracket is meant for you to continue improving and finding those items you are still missing:
