Commanding: Every kill during an active individual skill extends the duration by x%.
Competent: Weapon damage is increased for x seconds by y% after you use a skill.
Coolheaded: After a headshot, all skill cooldowns are reduced by x%.
Deadly: The damage of critical hits is increased by x%.
Destructive: The “Armor-Destroy” value is increased by x% when you use this weapon.
Determined: When you kill a target, skill cooldowns are reduced by x%.

New talents after 1.3
Focused: When no skill has a cooldown, weapon damage is increased by about 12.5%. Since skills are usually used frequently in The Division, this talent may not have a long-lasting effect. Here, a skill power build that resets cooldowns quickly might be recommended.
The G36 Assault Rifles coming with Update 1.3 will always have this talent. This is their fixed talent.
Decisive: When you eliminate an enemy, the next shot is guaranteed to be a critical hit. Since Update 1.2, a 100% critical hit chance can no longer be achieved. With this talent, however, a 100% crit chance is guaranteed for one shot. This is a “fixed” talent of the new SVD Sniper Rifles.
Hurried: The more critical hits you achieve, the faster you reload. This talent always appears with PP19 Submachine Guns.
Showstopper: The further the magazine is emptied, the more precise the weapon becomes. This talent is found on the fully automatic shotgun called Showstopper.
