The new setting of The Division 2 is Washington D.C. The capital of the USA has also been plagued by the Green Poison, which also dragged New York down into the abyss. A story video shows what has happened in D.C. so far.
This is shown in the trailer: A summary describes what happened since the outbreak of the virus, specifically what occurred during the time between The Division and the beginning of The Division 2.
Washington D.C. – the safest city in the world? The U.S. capital is considered one of the most protected capitals in the world. In addition to the Pentagon and the White House, many other important institutions of the U.S. are located in this city. Alongside the 177 foreign embassies and over 550 key government officials, there are also 23,000 military personnel stationed in D.C.
In the event of a disaster, important individuals can be quickly evacuated, and underground bunkers can be opened. There is also a powerful defense system that monitors the airspace.

No chance against the green poison
All these precautions did nothing against the virus. 27 days after the first infection, Washington D.C. fell, and chaos broke out. Riots and gunfire ensued as the military retreated to the bunkers. Civilians were left to fend for themselves.
The survivors had to reorganize and established settlements. The entire city is in a state of siege, on the brink of a civil war.
The Division as the last hope? The Division stands against this impending war, fulfilling its purpose: to save what can be saved. Here, the enemy may also come from within, but at this time, we do not know whether it refers to the Division itself or the former U.S. government.
At Ubisoft’s E3 conference, we will likely receive more details about the storyline.
