Apparently, developer Massive changed more during the server maintenance on May 28 than is stated in the patch notes, making changes to the loot cave in The Division 2.
What’s the deal with the loot cave? The loot cave in The Division 2 is located in the main mission “Bank Headquarters”. At a certain point, you can essentially farm infinite loot from respawning enemies.
Until now, Massive had not commented on this method and had not announced any fixes. Apparently, they were aware of it, as they made a change with the maintenance on May 28 that is not mentioned in the official patch notes.
This is how farming is made more difficult: The enemies you can farm loot from now spawn not just at one door. Additionally, the enemies now appear at larger intervals.

Can you still farm in the loot cave?
This is what the fix has caused: The second spawn point may make farming at this spot a bit more difficult, but overall you can still grind loot quite effectively.
For solo players and small teams, it may also take more time, but with a 4-man group, it’s still pretty easy.

Why this change? This can only be speculated. So far, Massive has not commented on it. It is possible that they do not actually intend to completely remove this farming method and just want to regulate it a bit.
This would also fit with Massive’s previous policy towards such “loot caves”. In The Division 1, there was at least one similar loot cave, the Lincoln Tunnel, which was never removed from the game.
Stealth fix raises questions among fans
What do the players say about it? While most see the issue relaxed, others are not as enthusiastic. It’s not about the actual adjustment. Rather, the criticism is aimed at what priority Massive sets for fixes and changes.

Great to see that they consistently set their priorities. A harmless loot cave that provides less loot than the Occupied Dark Zone? Patched in 2 days. NPC AI that makes the raid and other activities extremely frustrating and unnecessarily hard? They take their time. A serious armor bug that ruins PvP? Not important. Good job, guys.

This was also responded to by Reddit moderator JokerUnique, stating that Massive already has all the mentioned problems on their list and fixes are in progress. Not every problem can be resolved through maintenance:

With the upcoming Title Updates 3 and 4, scheduled updates are already in progress to fix all these problems.
Others fans agree, such as djusmarshall: “In this case, I’ll let it slide, we’ve already seen how such things were patched almost immediately in other games. And to be honest, I even expected it to be fixed earlier (and I expected the outrage of this post).”
Most players don’t seem to be too bothered by the changes. Rather, they criticize that the loot is worthless anyway. Some are also bothered that these changes were not mentioned in the patch notes for the maintenance.
