In The Division 2, players are currently facing a problem. The information about the upcoming update has dampened many people’s enthusiasm for building builds.
What is the problem? After the good start of The Division 2, not everyone is satisfied with the state of the game at the moment. Furthermore, many are anxiously looking forward to the upcoming update.
The changes that are known so far do not bring great joy to the players. Many equipment talents are being overhauled, fans are upset about the nerfs.
Because of this, many now lack the motivation to farm equipment and create builds.

Many balance changes in a short time
This is the players’ problem: There have already been several balance changes in The Division 2.
For example, the Mk17 rifle and the Model 700 sniper rifle were weakened, as they dominated their weapon classes.
Not all players agree with this practice. Some believe that weaker weapons should be upgraded rather than simply making the strongest weak.
The upcoming update, currently being tested on test servers by PC players, will once again include some balance changes.
Several talents will be overhauled, with the strongest being partially weakened. This leads to many already losing interest in improving or optimizing their equipment.
Why build builds when the talents are constantly changing anyway?
That’s why many players are not building builds anymore: Nowadays, it doesn’t even matter to many whether the changes are buffs or nerfs.
They are actually satisfied and just want to quietly search for the best equipment. However, the balance changes give many the feeling that they have to start anew, as everything is going to change again anyway.

The game is entertaining. But it feels like I am constantly being prevented from creating a perfect build. […] With all the nerfs and buffs that come with the changes to the talents, it feels like I should wait before I invest effort and materials into building a better build.

This feeling has been present even before the release of World Tier 5. Many other players feel similarly.
After the last balance changes, the difficulty level was also adjusted. Now, many find the game too easy and see no reason to build perfect builds at all.

What is the right way?
The situation has arisen due to several fundamental problems that The Division 2 has had since the release of World Tier 5.
Some talents have proven to be particularly strong. Fans find the new gear sets too weak. Criticism quickly arose, as some talents are significantly better than others.
Massive, however, primarily reacted by weakening the strong, not by upgrading the weak equipment, as many players would wish.
The opposite side says: You can’t buff everything, because then everything would be too strong. There would be no more challenge.
It is the old question: Buff or nerf?
Massive is trying to implement feedback and justify planned changes as best as possible. However, many think that the wrong decisions are being made and even see a regression to The Division 1, as the user PepeAlthor:
It feels like some of these [old] problems are returning, ultimately leading to The Division 1 becoming boring and driving players away. This is really disappointing, because when I came to The Division 2, I hoped that the developers had learned from their mistakes.

What happens next? First, you have to wait for how the test phase on the PTS goes. These test servers are currently available for PC players.
A version of the upcoming update can already be tested and feedback can be given. So far, feedback is being collected and the patch is not final, but players like PHX-Gaming are generally positive.
