The list of changes is long. You can view the complete official patch notes for Title Update 10 on Ubisoft’s official website:
Not everything was finished on time for TU10: As the developers stated in the patch notes, some localized voice lines will be missing at the launch of Title Update 10 and Season 2.
While TU10 could be completed from home, they were unable to record all new voice lines in all available languages. The safety of employees and voice actors comes first.
As soon as the situation allows, these voice lines will be added to the respective language versions. Until then, in these cases, you will hear the English voiceover – even if you selected something other than English in the options. You don’t need to change anything.
By the way, the subtitles are already available in the localized version and can be activated in the options if desired.
Unfortunately, what is also not coming with TU10, which many are eagerly awaiting, is the upcoming new Endless mode: Wow, The Division 2 is really working on a new PvE mode and more story
