Eiichiro Oda, the mangaka of One Piece, has once again answered questions from fans. One reader of the manga wanted to know why the Cross Guild is actually profitable. Oda explains how Buggy’s organization makes money.
How does the Cross Guild make money? The Cross Guild is profitable because it is funded by the underworld. This is a group of criminals and wrongdoers that operates a global black market. They act covertly and without government oversight.
The bounty for the Marine soldiers for whom the Cross Guild issues bounties is paid by this organization. It benefits the underworld when the Marine is taken out of action.
According to Oda, just the threat posed by the bounty would be enough (via X) to keep the Marine in check. They must be prepared to be attacked by anyone at any time. This would lower their morale and slow down their actions. As a result, the dark organizations
would more easily gain money, which is why they are willing to pay the bounty for the Marine.
Additionally, there are morbid bets on which Marine soldier will be killed next. Through the betting stakes, the underworld gains even more money – which would help the Cross Guild to remain profitable.

The Cross Guild indirectly helps Luffy in reaching the One Piece
How does this help Luffy? By hampering the Marine, which has to react to the activities of the Cross Guild, Luffy benefits as well. This keeps the Marine too busy to pursue Luffy and the Straw Hat Crew. Thus, the Straw Hat can search for the One Piece without fearing the Marine on his tail.
The only opponents of the world government that currently pose a threat to Luffy are Imu and the Five Elders. These are immortal foes that Luffy has run into following the events on Egghead Island.
However, it is already a great help that he is no longer being hunted by annoying Marine admirals or other soldiers.
What is the Cross Guild? The Cross Guild was conceived as a 4-member constellation in Oda’s early sketches, but in the final anime, it consists only of Buggy, Mihawk, and Sir Crocodile. Although Buggy is publicly presented as the head of the gang, it is Mihawk and Sir Crocodile who operate in the background.
