Where the loot system was considered static and boring before Forsaken, life has returned to the loot table. Many new weapons now come with randomly rolled perks that can drastically change the behavior of the guns.
Which weapons and perks are the best? Redditor Pandapaxxy has provided a comprehensive guide that describes the best weapons in Forsaken based on their base stats and their optimal perks. When selecting weapons and perks, there is a distinction between PvE and PvP modes.

Missing weapon XY? Then it either lost the comparison against a representative on this list or existed before Forsaken with static rolls. However, this is not a problem; play with the weapons that suit you and are fun.
Note: The list includes only weapons with random perks introduced with Forsaken. Only a few representatives from Year 1 were carried over with random rolls. This does not mean that weapons with fixed properties have to be worse. Specifically, the weapons from the raid “Last Wish” are competitive in nearly every respect and often come with perfect rolls.
Scout Rifles – Relevant Again!
Massive nerf with Forsaken: Scout rifles currently have a tough time against computer-controlled aliens. With Forsaken, Bungie has simply weakened this weapon class by 30% – likely also because Guardians should be playing with the new bows.
However, in October we can expect an update for scout rifles, which will grant the guns a damage buff of at least 15%. Thus, the long-range weapons should become a popular choice in PvE content again. The Veist scout rifles always come with Fully Automatic as an intrinsic perk. Consequently, you only need to focus on stability and damage-increasing perks.

These are the best perks for PvE mode: In the fight against alien creatures, you can get triple the output from your magazine. The barrel and the magazine increase the weapon’s stability, allowing you to hit more precisely. With Rampage and Dragonfly, you also increase your damage output.
