Vault 11 operates on a simple but cruel principle: The central computer wants the Vault residents to sacrifice one of their own once a year. Specifically, the respective overseer. This means that the next democratically elected candidate is doomed to die.
It quickly becomes clear that this is a social experiment, in which the most unpopular person is always chosen, and everyone wants to divert attention from themselves. Everyone is hostile toward one another, and at the same time, one must befriend others to avoid being chosen. A dilemma.
Later, the system changes and the central computer itself decides by random procedure who is to be killed. Particularly nasty is that the people could have rebelled against the computer and its system at any time. It is only when the last five survivors refuse to sacrifice another of their own that the experiment ends.
The computer sends its congratulations to the Vault residents, and the bunker opens. Thus, Vault 11 is one of the worst experiments, because it functions solely through the fear, obedience, and survival instinct of the subjects. It is particularly insidious, as only those who become victims keep it alive in a bloody way.
