Busy schedules seem to be the problem
According to the series creator, the production team still plans to produce a film as a sequel to the series instead of a 5th season.
However, one thing complicates the implementation:

Mark Gatiss further explained that if you want concrete answers about the film, you have to “ask Benedict [Cumberbatch] and Martin [Freeman].”
Especially since two sought-after Hollywood actors play the lead roles in Sherlock, it currently seems difficult to fit the project into their busy schedules.
